Added new localai:custom docker container, built from a customized version of localai that supports their memory addition 'localrecall' and their 'localagi' along wigh GPU support. Will be re-writing all of this into docker-compose methods in the future.

qortal_api_pipeline.py

completely re-built qortal_api_toolkit for open-webui, giving models such as qwen3 with native tool calling ability, the ability to directly call the Qortal API. The Qortal API pipeline is not correct, should not be used and will likely be removed.
