Hopefully resolved the 'search filter after unlock' issue finally, added encryption with sharing key that is also now supported in external-auth api, and added admin-ability to set an amount of credits/QORT to send upon internal credit request from user. Also paginated the internal request queue.

Started work on multiple additional plugins - including the overall pwa installer, files, and talk integrations with basic features that should work immediately. Also resolved issues with Q-Manager based publishing that was previously failing due to not sending a name.
