4152094204 Added ssh retry function, and ensured that all rsync commands were executed with rsync retry function. This is to prevent ssh timeouts that are continuing to take place for some reason.

80b23932c1 Added final failed resolution to force-bootstrap if node doesn't start after 20 min post-failed-hight-check. This in theory should prevent the script from outright failing if no local height is coming back in any of the height checks.
